Is adding an extra landing page variant for A/B testing out of scope for a web design project?
Usually yes. A/B testing needs a genuinely separate variant designed and built — a second version of the page, not a tweak to the one that was scoped — even when it reuses most of the same content.
The proposal scoped a specific landing page, which was designed, approved, and built. Once it's live, the client — often after seeing early conversion numbers — wants a second variant to test against it: a different headline, layout, or call-to-action treatment, run head-to-head with the original. Even a variant that reuses most of the page's content is still a second, fully designed version, not an edit to the first.

Usually yes. Small copy or button-color tests a client could run themselves without new design work are a different story, but a properly designed variant — new layout decisions, new visual treatment — is a second page deliverable, priced similarly to the original page it's tested against.
