Yes, past the approved motion concepts. New animation ideas after sign-off are revisions to an already-approved deliverable.
The design mockups get approved with a defined set of motion touches — a hover state here, a scroll reveal there. Once development is underway, clients sometimes see the site in motion and want more of it added.
