Is adding illustrations beyond the agreed set out of scope for a web design project?
Yes. Once the illustration count in the proposal is delivered, each additional piece is new custom artwork beyond that set.
Custom illustration work is usually quoted as a defined set — a handful of hero graphics or icon-style pieces — because each one takes real drawing time. Once the client starts pointing at extra pages that could "use one too," the count grows past what was priced.
