Is expanding photography beyond the shot list out of scope for a web design project?
Yes. Extra shots mean extra shoot time (and often a second session), beyond the list the photography deliverable was priced against.
Photography is typically quoted against a shot list agreed before the shoot — a set number of setups, locations, or product angles. Once on site, it's common for a client to start pointing out "just one more" shot, and those add up.

Yes. The shot list is what the photography day (or session) was priced and scheduled against; shots beyond it mean more setup and shooting time than was budgeted.
