Is training the client's staff on the new system out of scope for a web design project?
Depends. A brief CMS content-editing walkthrough is often included; structured, repeated staff training usually isn't.
Most design engagements include a short walkthrough of how to edit content in the new site — that's usually assumed. The scope question comes up when the client wants structured, repeated sessions for multiple staff members instead of one handoff call.

Depends on what's being asked for. A single content-editing walkthrough at handoff is typically included. Multiple structured training sessions, or training for a broader system than what was designed, goes beyond that.
