Is writing extra blog posts out of scope for a web development project?
Yes. Writing content is unrelated to building the technical infrastructure a blog runs on, regardless of how the two get bundled in conversation.
A dev team that built a blog's content model and templates sometimes gets asked to also write into it — understandable confusion given they're already "in" the CMS, but writing content is a different job entirely.

Yes. Writing posts is content work; building the schema and templates the posts live in is development work. The engagement covered the latter.
